Biography
The position of Town Clerk was first established in 1862 and was held by G. Gordon. The Town Clerk's Office remained a department of Christchurch City Council until 1973 when the Department of City Administration was created. This saw the splitting out of broader administrative functions into a separate department, with the General Manager and Town Clerk along with thier secretary being the sole members of the Town Clerk's Office.
The title of Town Clerk became the City Manager following the amalgamation of a number of wider Christchurch councils in 1989. At this point Christchurch City Council also put in place a new 'Group' structure organising departments into wider groups. The new Office of the City Manager became part of the Corporate Services Group.
