Biography

With the Counties Amendment Act 1968 the Paparua County Council areas of Sockburn, Hornby and Halswell were elevated to County Boroughs that sat within Paparua County Council. These three County Boroughs then went on to become District Community Councils with changes established by the Local Government Act 1974. They formed the Riccarton/Wigram Community Board that was established upon the 1989 amalgamation.
