Biography
In 2001 the Community and Leisure Committee was formed. Community programmes including those for children and youth joined this committee from the former Community Services Committee.
This committee was also responsible for Pools and Sports Stadia/ Sport, Recreation and Leisure beyond Community Board terms of reference, Leases for sports and events on parks and reserves beyond Community Board terms of reference, Policy and allocation of sports grounds, Metropolitan community initiatives, Behaviour in public places and streets (including graffiti, littering and Keep Christchurch Beautiful), Housing, Community Development including community groups, Social initiatives, Safer Communities, Childcare, Children & Youth, Elderly persons welfare, Use of Community facilities owned by other organisations, Mayor’s Welfare Fund, International Relations and Sister Cities.
In 2005 the committee structure at Christchurch City Council was removed and more decision-making responsibility was given to Community Boards. A new 'Portfolio' system was introduced for city wide issues. Early discussions were held at Portfolio working group meetings which any councillor could attend. Following this issues could be discussed at seminars where more formal reports about an issues were presented and feedback could be provided. Community Boards, interest groups or the general public could be involved in the process at any point during discussions around an issue. Final decisions around city wide issues were made after presentation to the full Council. Community Boards had authority to approve smaller local projects.
In 2010 a Committee structure was reinstated at Council.
