Jean was born to auctioneer John Robert Runciman and milliner Evelyn Gladys nee Murie at Dunedin. She was a teacher with a life-long interest in guiding.

The initial project was set up by the Canterbury Branch of the New Zealand Federation of University Women in 1989.
