Biography
Philippa was born to company director George Basil Harding and Kathleen Mary nee Allen at Echer, Surrey, England. She was a teacher who grew up in England then lived in America before moving to New Zealand. In 1964 Philippa married electrical engineer and professor Richard Heaton Tunstall Bates.

The initial project was set up by the Canterbury Branch of the New Zealand Federation of University Women in 1989.
