Biography
The Riccarton Borough was created from part of Waimairi County in 1913 after campaigning by the Lower Riccarton Borough Committee led to a poll of residents in October 1912. The first Riccarton Borough Council was elected on 23 January 1913, and the new mayor and councillors held their first meeting at the end of the month. The boundaries covered the Lower Riccarton area while Upper Riccarton remained part of Waimairi County.
The Riccarton Electric Power Board, established in 1917 was a department of the Riccarton Borough Council.
Riccarton Borough Council amalgamated with Christchurch City Council in 1989. At this time the Riccarton Electric Power Board became part of Southpower.
