Biography
The Riccarton Borough Council was created in 1913 after campaigning by the Lower Riccarton Borough Committee. The boundaries covered the Lower Riccarton area while Upper Riccarton was part of Waimairi County Council (constituted in 1910).
The Riccarton Electric Power Board, established in 1917 was a department of the Riccarton Borough Council.
Riccarton Borough Council amalgamated with Christchurch City Council in 1989. At this time the Riccarton Electric Power Board became part of Southpower.
