Biography
At the end of 1991 the structure of Christchurch City Council was altered and the Office of the City Manager became part of a newly created Management Group. In 1996 a new structure was put in place which saw the Office of the City Manager no longer be part of any Group, but as a separate office with the Group managers reporting into it.
