Biography
In 2001 the Arts, Culture and Heritage Committee was formed. The committee included Art Gallery, Art in Public Places, promotion and cultural development, Creative communities, Heritage buildings, Multiculturalism, Festivals and events, Libraries and Information and Our City.
In 2005 the committee structure at Christchurch City Council was removed and more decision-making responsibility was given to Community Boards. A new 'Portfolio' system was introduced for city wide issues. Early discussions were held at Portfolio working group meetings which any councillor could attend. Following this issues could be discussed at seminars where more formal reports about an issues were presented and feedback could be provided. Community Boards, interest groups or the general public could be involved in the process at any point during discussions around an issue. Final decisions around city wide issues were made after presentation to the full Council. Community Boards had authority to approve smaller local projects.
In 2010 a Committee structure was reinstated at Council.
