Biography
In 1909 the Financial and Departmental Committee merged with the Bylaws Committee to form the Finance, Departmental and Bylaws Committee. This committee was responsible for all Bylaws to be enacted across the City as well as the management of all finances including the collection of the Council's revenue including rates, licences and rents. This committee also was responsible for all matters relating to staff employed at the Council.
