Biography

In 1935 the Bylaws, Finance and Departmental Committee was expanded to include Town Planning which had previously been part of the Town Planning Housing and Health Committee.

This committee was responsible for all Bylaws to be enacted across the City as well as the management of all finances including the collection of the Council's revenue including rates, licences and rents. This committee also was responsible for all matters relating to staff employed at the Council. With the addition of Town Planning this committe had responsibility for the control of the Concert Hall, consideration of planning consents for subdivisions and to administer the Town Planning Act within the City of Christchurch.

In 1938 Town Planning becomes part of the new Housing and Town Planning Committee and the remaining functions become the Bylaws, Finance and Departmental Committee.
