Biography
The Regulatory and Consents Committee was set up in 2001 created from the former Environmental Committee. The Committee had responsibility for the City Plan, Resource Management Act issues, Building Act issues, Resource consents, Hazardous substances, Noise control, Health and Food licensing, Animal and dog control, Liquor licensing, Swimming pool fencing and Biosecurity. Hearing Panels were also part of this Committee. A separate subcommmittee existed for City Plan References.
In 2005 the committee structure at Christchurch City Council was removed and more decision-making responsibility was given to Community Boards. A new 'Portfolio' system was introduced for city wide issues. Early discussions were held at Portfolio working group meetings which any councillor could attend. Following this issues could be discussed at seminars where more formal reports about an issues were presented and feedback could be provided. Community Boards, interest groups or the general public could be involved in the process at any point during discussions around an issue. Final decisions around city wide issues were made after presentation to the full Council. Community Boards had authority to approve smaller local projects.
