Biography
The Town of Lyttelton was declared a borough on 28 May 1868 under the Municipal Corporations Act, 1867, by the Governor, Sir George Bowen, in a proclamation published in the New Zealand Gazette on 2 June 1868. The administrative functions of the Lyttelton Municipal council (1861-1868) were transferred to a Borough council.
A local Act in 1911, the Lyttelton Borough Extension Bill, added the Diamond Harbour estate to the borough's jurisdiction, and a ferry service was established.
The Port Hills Energy Authority was formed as a joint administrative authority for the Lyttelton Borough and Heathcote County Councils in 1989. Local government reforms in 1989 amalgamated the Lyttelton, Mt Herbert, Wairewa and Akaroa councils into the Banks Peninsula District Council.
In 2006 the Banks Peninsula District Council merged with Christchurch City Council.
