Biography
The Christchurch City Council was created by the Christchurch City Council Ordinance first tabled in November 1862 by the Canterbury Provincial council. The Ordinance was given formal assent by proclamation in March 1863, and the first meeting of the new council took place on 23 March 1863.
The council was briefly known as Christchurch Borough Council between June and October 1868 in compliance with the Municipal Corporations Act passed by Parliament in November 1867.
The first Chairman was John Hall and in 1868 William Wilson, the fifth and last Chairman, became the Council's first Mayor. The original Christchurch City Council boundaries were formed from the area within the four avenues (Rolleston, Moorhouse, Fitzgerald and Bealey) with Road Boards, Borough Councils, County Councils and District Councils, all existing in the Greater Christchurch area. Many amalgamated with the city in 1903 and others in 1989. Banks Peninsula became part of Christchurch city in 2005.

City Surveyor Records, 1862-1918
Reports and outwards letters of the Christchurch City Council City Surveyor. Includes reports including the costings for improvements to roading, footpaths, drainage, bridges and of the sanitary conditions within city.
Also includes a deposit plan book of the City Surveyor including watercolour plans of areas of the central city, some with reference to City Surveyor reports.

Signed official declarations by Councillors of Christchurch City Council created upon each councillor being sworn in with the Council. Includes the name of the councillor, the date they signed the declaration, the written declaration and their signature.
Inspector of Nuisances/Health Inspectors Reports and Correspondence, 1862-1954
Records relating to the activities of the Christchurch City Council Inspector of Nuisances which later became the Health Inspector. Includes outwards letters and reports on a range of city nuisances including drainage, night soil collection, house slops, the keeping of animals in the central city including pigs. Later report books from the Health Inspector reference key issues such as dog registration, refuse and drainage.
